The following teams were voted into the SSWHL pending Roster Submission and determination that the players on the New Teams do not have outstanding financial obligations to other SSWHL Teams.

ACTION REQUIRED

 

1.   New Teams submit their Rosters to Laura Bowser via email NLT 27 JULY 2005 and submit there $200.00 buy-in to the SSWHL Treasure, Louise Cardinale.

 

2.   Existing Teams submit a list of players who have outstanding financial obligations to Laura Bowser via email NLT 27 JULY 2005.

 

3.   Laura Bowser will evaluate and coordinate if the Roster submitted by the New B Team will cause existing teams to fold in 2005.  Decision on confirming the addition of the New B team will be conducted at the AUGUST 17th Meeting.

The SSWHL is working the ice contracts for the upcoming season.  The ice contracts (days / ice times / rinks) will be determined by the 17 August Meeting

IV. Initiatives Discussion and Vote

 

  1. Proposal:  The Scheduler will be paid an Annual Stipend of $500.00.

 

VOTE RESULTS:  Approved.

 

ACTION.  Include in SSWHL Rules new paragraph 15.

 

 

V.  Next Meeting Proposed Rule Changes:

 

Proposal:  All existing teams will submit a list of players to the President of the SSWHL who have outstanding financial obligations to their team for the previous season.  A Financial Release by the previous team is required before a player can change teams and commence play with their new team.  

 

 

 

VI.  NEXT SSWHL MEETING IS WEDNESDAY 17 AUGUST at 7:00PM at the New England Sports Center in Marlboro Mass.

 

An agenda will be sent to all team representatives via email prior to 15 August 2005.  Please submit proposed agenda items via email to Laura Bowser and Sean Sullivan NLT 11 August.

 

Action for the August Meeting

 

  1. All teams provide Weekend Off Requests (1 weekend per half)

1.  Weekend-Off and Home Rink Request submitted to Sanara Wu.

 

III. 2005-2006 Season

 

  1. Referee Report.  Bill Paulsen briefed all teams on USA Hockey Rule Changes. A proposal was made to participate in the USA Hockey Pilot Program regarding Icing while short handed.  The proposal was for play in the first half of the season. A vote will be conducted at the mid-year meeting to discuss continuing the rule into the second half of the year.

 

VOTE:  Passed 13-6

 

NEW RULE:  If a player on a team that is short-handed passes the puck from their own defensive zone across the far goal line (ices the puck), the referee will blow the whistle, call icing, and the face-off will occur in the defensive zone of the short-handed team.

 

Bill Paulsen requested that all teams brief their players on this rule change

 

ACTION REQUIRED

 

  1. Brief your players.
  2. Vote at the mid-year meeting.

 

  1. New Rule: An inadvertent whistle by the referee or a mistake by the referee which stops play will no longer be followed by a center ice face-off but the face-off will occur at the point of the last play.

 

Treasury Report.  Bills were distributed to all teams by SSWHL treasurer Lousie Cardinale.

 

ACTION REQUIRED

 

  1. Send billing form to Louise with your first payment.

 3.  Rink and Ice Report.

      SSWHL START DATE 10-11SEP 2005

      SSWHL will play on both Saturday and Sunday

      Marlboro and Canton will be the sites for the games.

      No games on Christmas Day 25DEC and Super Bowl Sunday 05FEB

      There will be games scheduled on New Years Day 01JAN06

Actual ice times for Marlboro will be confirmed by Nic Cardinale at the end of August.

Anticipate 24 games per team in the season.

  1. At the mid-season meeting, a vote will occur on play-offs, continue with regular season games, or have an All Star Game.

 

4. Disciplinary Committee.

VOTE:  Disciplinary Committee Membership was determined by unanimous vote.

      Add:  Sean Sullivan shifted to Member and Linda Koenig as an Alternate Member

 

Procedure for Bad Weather and Game Cancellation.

 

Add the following Procedure:

 

If your team is unable to play due to weather and driving conditions, the team must call Laura Bowser (Primary) or Nic Cardinale (Alternate) and also the team representative from the opposing team at least three hours prior to the start of the game.

    2. USA Hockey Rule Changes. A decision was made by the league to continue to participate in the USA Hockey Pilot Program regarding Icing while short handed.  The rule was voted into effect for the second half of the season.

 

RULE:  If a player on a team that is short-handed passes the puck from their own defensive zone across the far goal line (ices the puck), the referee will blow the whistle, call icing, and the face-off will occur in the defensive zone of the short-handed team.

 

 

    1. There are no timeouts in a SSWHL game.
    2. Game time is defined as the time written in the SSWHL schedule.  The three minute warm-up starts three minutes prior to the start time of the  game in the schedule.

 

  1. Updated SSWHL Rules.  The Rules Committee proposed an updated version of the SSWHL rules.  Each change was discussed and voted on by the teams in the SSWHL.  The new rules were transmitted to all teams via email.  The following is a summary of the discussion and rule actions.

 

a.  The following summary lists some of the important changes to the rules:

 

The new rules use counts teams vice programs toward a quorum.  One team one vote however a team must have a representative at the meeting.  One person can represent only one team.  A quorum of SSWHL teams must be present to vote new rules or rule changes into action.  A quorum is defined as 50 percent of the teams within the SSWHL in attendance at the meeting.  A team representative can only represent one team.  Each team has one vote in the voting process.  If a quorum exists, votes on rules are approved by simple majority of the teams present.

 

Game Cancellation & Forfeit Policy.  The new rules eliminated the additional forfeit fine and cancellation fee.

 

If both teams are ready to start a game earlier than the scheduled start time and agree to start early, then the three minute warm-up will commence and the referees will start the game ahead of schedule.

 

Teams are required to start a game with 6 players either 6 skaters or 5 skaters and a goalie.  If a team does not have this minimum, a forfeit is conducted.

 

Players can play 5 games in a division above the division that the team that the player is rostered with competes in.  On the sixth game, the player must compete on a team at the higher level.

 

The Board of Directors will review the competitive balance of the league at the mid season point and determine if a team needs to be moved to another division.  The board will consider input from the team identified for a proposed move as well as the other teams within the current division.  The Board of Directors will then decide on the division assignment for that team.

c.  A Board of Directors Meeting was proposed to discuss the shifts in these teams.  Date and time to be determined.

 

 

IV. Initiatives for Discussion and Vote

 

  1. Play-off Discussion.  There will be no play-offs or SSWHL All-Star games this year.  The schedule will run through the end of the season.
