III. 2006-2007 Season

 

  1. Ice Situation
    1. NESC.  Negotiations for ice with NESC continue.  All SSWHL requirements were presented to NESC.  The SSWHL voted to open play on Saturday and Friday if required to meet minimum per team game requirements of 23-24 games per team.  Ice time will be contracted per the following priority:

 

Pri One:     Sunday afternoon and evening

Pri Two:    Saturday evening  6PM 7PM 8PM 9PM

Pri Three:  Friday evening   7PM 8PM 9PM

 

    1. Canton.  The SSWHL and Canton Ice Rink have reached the following agreement:

                                                               i.      Same ice times as last year

                                                             ii.      First 10 weeks of the SSWHL season ass a 2PM and 3:10PM game

 

    1. Expansion of the league will not result in a reduction of the minimum number of games per team.  A new C Team (POC: Sandy LaCourse) was voted into the League conditionally pending ice availability or confirmation that current SSWHL teams will decline to participate in the 2006-2007 season.

 

 

  1. New Team Nomination and Selection
    1. $200 buy-in for new teams must be received for each new team at the August Meeting.

 

  1. Division Alignment
    1. Division Alignment was reviewed and a proposed outline of the divisions was discussed.  The 2006-2007 division alignment will be confirmed at the August Meeting.
    2. A NEW SCHEDULING INITIATIVE.  The League voted to allow division crossover games on a volunteer basis.  This impacts teams in the B and C division as follows:

 

·        B1 teams play some crossover games with the A division, in addition to games with all other B teams.

·        B2 teams play some crossover games with the C1 group, in addition to games with all other B teams.

 

·        C1 teams play some crossover games with the B2 group, in addition to games with all other C teams.

·        C2 teams only play games with other C teams.

 

    1. At the August Meeting, B and C teams will identify themselves as either B1 or B2 and either C1 or C2.  An evaluation will be made at the August Meeting as to the feasibility of a crossover schedule based on the number of teams in each category (B1 B2 C1 C2).  If a crossover schedule is feasible, another estimate will be made as to the number of crossover games anticipated per team.

  1. Developmental League Update. (Jill Depto Developmental League Coordinator)
    1. The Developmental League needs additional coaches and assistants.  If SSWHL coaches or players are interested in participating in the Developmental League, please contact Jill Depto. 
    2. The Developmental League would like to encourage additional players to participate in 2006-2007.  There is a Developmental Announcement sent to all team representatives via email.  Please pass this information out for widest possible dissemination.

IV. Initiatives for Discussion and Vote at the August Meeting

 

The following proposals will be voted on at the August Meeting:

 

  1. Proposal:  Change the term of Officers in the SSWHL to two years.

“The SSWHL Board of Directors is composed of the President, Vice President, Vice President (Note there are two Vice Presidents), Treasurer, and Secretary.  All officers are elected in elections held prior to the start of the season.  Each Team from the previous season possesses one vote. A quorum must be present (51 percent or greater of the teams present at the meeting). In the event that a quorum is not present, the Board of Directors will appoint a candidate to the position through a Board of Directors vote.  Members of the Board of Directors serve two year terms.  Elections will be staggered to avoid a complete turnover of Board members in a year. The following lists the start of the term for each Board Member:

2.      Proposal:  Add the following Disciplinary Committee and Competition Committee to the Rules:

“The SSWHL Board of Directors may commission League Committees to study, analyze, organize, or govern topics of interest or events of the SSWHL.  Committees are commissioned for a time period specified by the Board of Directors.  Programs or Teams within the SSWHL can propose a Committee.  These proposals are voted on using the same voting procedures as Rule Changes.   The SSWHL organization also includes standing committees.  The following lists SSWHL Standing Committees:

Disciplinary Committee 5 members

Competition Committee            5 members

 

Members of the Committees are nominated and elected each year.  Committee Members serve for one year terms.

 

Standing Committees convene as required and when directed by the Board of Directors.  A Committee Meeting requires at least 3 Committee Members plus at least two Members of the Board of Directors.  Committees make decisions which are binding within the SSWHL.  Committees may request testimony from Team Representatives, SSWHL players, Program Directors, Referees, and Board Members.  Committees consider testimony prior to decision, however a Committee can render decision absent of testimony, or in the occasion of a refusal to testify, and this decision is binding.  Committees decide based on consensus of Committee Members.  In the event of Committee deadlock on an issue, the SSWHL President will decide.”   

 

3.  Proposal:  A proposal is under development by Stephanie Spunt regarding the nature and gravity of certain types of penalties.  In an effort to make our games safer for our players, the SSWHL is evaluating potential penalties which place players at significant risk of injury.  These penalties will be evaluated and may include SSWHL disciplinary or additional Match or Game Misconduct Penalties.  The Referee Association (Bill Paulsen) will be consulted on the proposal and his knowledge and experience will be an input in the consideration of the proposal.  The exact wording of the proposal will be transmitted to all teams via email for review and comment.

  1. Referee Update  --  (Bill Paulsen)
    1. USA Hockey will enforce the NHL initiative that the stick can only be used to play the puck.
    2. USA Hockey will enforce the rule that a hand that is not holding the players own stick may not be used to impede an opposing player       
    3. SSWHL referees will enforce these rules.
    4. The result may be a period where the number of penalties will dramatically increase.
    5. The SSWHL 4 Penalty Ejection Rule for players remains in effect.
    6. The 15 Penalty per team rule which results in Coach ejection remains in effect. – For team without a coach – the player that signs the scoresheet will be ejected.
    7. The enforcement of these rules will have a significant impact on the length of games.
    8. The Icing Rule from last year remains in effect – Icing is called regardless if the team is at full strength, on the power play or is shorthanded.
    9. Team are required to sign the score sheet and cross off players that are not playing in the game.

 

  1. Developmental League Update
    1. The Instructional League will commence at the end of September

2.  Proposal:  Review of Minor Penalties

 

Hockey is a fast-paced, contact sport and assessment of minor penalties is an accepted part of the game. However, repeated minor penalties (in the same game or over the course of the season) in certain areas MAY warrant further review.

 

The term "Repeated" will be defined as "two or more of the same infraction in the same game or three or more of the same infraction in any 5 consecutive games".

 

If, after review, it is determined that these penalties are a result of a consistent style or pattern of play which is intended to intimidate opposing players or officials and/or is likely to result in injury, additional action may be taken by the Disciplinary Committee. Such action may include warnings, probation, and/or suspension.

 

The following Minor Penalties will be a point of focus:

 

601 Unsportsmanlike Conduct

640 Unnecessary Roughness/Body Checking

639 Clipping/Leaving Feet

604 Boarding

606 Charging

616 Head Contact

613 Fistcuffs/Fighting

607 Checking from Behind

 

Minor/Major Plus

 

Any Minor plus Misconduct (Checking from Behind) MAY be reviewed to determine if further action is warranted. Isolated Checking from Behind minors without associated injury will not normally require further review. Repeated Checking from Behind penalties WILL be reviewed to determine if further action is warranted.

 

Any Major plus Game Misconduct (Checking from Behind) WILL be reviewed to determine if further action is warranted

Major Penalties

 

Assessment of Major penalties has been rare in our league. Since these are assessed infrequently, it is reasonable to assume that they are awarded as a result of actions that are outside of normal play. Major penalties MAY be reviewed to determine if further action is warranted. Second Major plus Game Misconduct WILL be reviewed to determine if further action is warranted.

 

Misconduct Penalties

 

Misconduct penalties do not result in suspension. Isolated Misconduct penalties without associated injury will not normally require further review. Repeated Misconduct penalties WILL be reviewed to determine if further action is warranted.

 

The term "Repeated" will be defined as "two or more of the same infraction in the same game or three or more of the same infraction in any 5 consecutive games".

 

Rule 601() Abuse of Official/Unsportsmanlike Conduct should be a point of focus.

 

Game Misconduct Penalties*

 

Game Misconduct penalties will result in suspension for the remainder of the game and suspension for the following game. All game misconduct penalties WILL be reviewed to determine if further action is warranted.

 

*A Game misconduct will be awarded to any player who is awarded 5 penalties in the same game or to any coach whose team is awarded 15 or more penalties in the same game. The nature and circumstances of these penalties MAY be considered for additional review by the Committee. See "Review of Minor Penalties" above.

 

Match Penalties

 

A Match Penalty is a serious infraction and will in all cases require review by the Discipline Committee. Refer to USA Hockey rule 405 for additional guidelines.

II. 2006-2007 Season

1.      The transition to the new rules has been satisfactory.  Players are aware of the changes and have adjusted their play.  Penalties have decreased due to compliance with the new rules.

 

  1. Developmental League Update

1.      13 players are skating in the Instructional Program.  It is open to additional players.  Teams were requested to refer new players to the program. Information is on the SSWHL website.

V.   Discussion Forum

 

1.      Coaches should validate their score sheets after each game to ensure that there are no discrepancies which would cause the state or district in USA Hockey to invalidate the game.  The coach can make annotations to the score sheet that corrects any errors.
